NASCAR officials confirmed Monday that they have suspended New London-Waterford Speedbowl SK Light Modified driver Andrew Molleur indefinitely for providing false age information on a NASCAR license application.

Molleur had been temporarily suspended by NASCAR while they investigated issues with his age that came to light after he won his first SK Light Modified feature at the Speedbowl on July 2.

Mike Molleur, Andrew Molleur’s father, insists that his son was born on March 15, 2001 and is 15 years old. The minimum age for the NASCAR “Learner’s Permit” license that Molleur had been granted is 14 years old. Mike Molleur insists that he has provided NASCAR with a certified birth certificate.

NASCAR’s statement concerning the issue reads: “The driver, Andrew Molleur, has been indefinitely suspended from NASCAR for the following infractions: Section 3-11.1A.1.: To be eligible for a NASCAR Learner’s Permit as a race vehicle driver, a NASCAR Member, at a minimum, must be at least 14 years of age; Section 12-1: Actions detrimental to stock car racing; and Section 12-4H2.: Provided false information on the NASCAR license application.”

Said New London-Waterford Speedbowl general manager Shawn Monahan: “It definitely is a load off of our shoulders as a racetrack that NASCAR has decided to make their decision. From the very beginning I was and we were on board with whatever NASCAR chose to do.”

Andrew Molleur had been granted a license last season and has made starts in the SK Light Modified division at the Speedbowl, Stafford Motor Speedway and Thompson Speedway since last season.

After his victory at the Speedbowl it came to light through reports from the Norwich Bulletin that multiple articles over the past six years published through multiple media outlets indicate that Andrew Molleur is allegedly currently 13 years old.

“I sent [NASCAR] back an email requesting what they’re basing their decision [to indefinitely suspend Andrew Molleur] on,” Mike Molleur said. “Basically they sent me something saying their investigation is saying the information I’ve sent is not accurate. I’m like, there’s nothing else possibly that you could have or get or do or an anything. I’ve given you everything that you’ve asked for. I have no clue. My guess is that they’re basing it from the internet or people saying things.”

Mike Molleur said that going forward he’s not sure how to deal with the suspension issue with NASCAR.

“What do [they] say [his] birthday is?” Mike Molleur said. “I have no idea what information they have. I have no idea. They haven’t given me anything other than saying they don’t believe what I’ve sent, which I don’t think is fair.

“Do you consider us 12? In two years are we good to go? Do you consider us 13? What age do you consider us? I don’t know what else to do. When you give somebody something and say ‘This is what we were are.’ And they say ‘No, you’re something different.’ they haven’t told me what [age they think he is]. They’ve just told me [he’s] not what [we say he is.]. I’m guilty until proven innocent in dealing with them.”

In the event on July 2 at the Speedbowl, Andrew Molleur was running third behind leader Randy Churchill and second place Corey Barry on the final lap. In the final corner Churchill spun and Barry slowed to avoid Churchill, allowing Molleur to go under both of them for the victory.

“I joked with Randy Churchill and said ‘Man if you could have only kept that thing going forward and we finished third this probably wouldn’t be an issue.’” Mike Molleur said. “Maybe it would have, I don’t know. Andrew has said to me, although the win was great and it was really cool and it was whatever that he’d trade it in a heartbeat to be back racing again. And I would too. Obviously hindsight is always 20/20.”

Monahan said it’s unclear at this point if Molleur will be stripped of the victory.

“We as a core group of officials have not had a meeting on that topic,” Monahan said. “It’s definitely a good conversation, of not only the win but any points he’s accumulated for the season.”

Mike Molleur said going forward he’s unsure what the family will do racing-wise. He said the family will likely focus on continuing to run his son in a Legends car. He has competed in the Legends car since the issues arose after the victory. He has not competed in the SK Light since the victory, even before he had been temporarily suspended by NASCAR.

Mike Molleur said the family had looked into having Andrew Molleur compete with the Valenti Modified Racing Series, but he said he was told by series officials that his son was not experienced enough to compete with the division.

“We have some tests coming up down South that I really wasn’t, we were just deciding on whether or not we were going,” Mike Molleur said. “I don’t know. We will obviously continue with the Legend car. We have plenty of Legend car racing coming up. It’s not like we’re going to be sitting in the stands.

“It’s a really bad deal all around. We had a lot of things planned in what we were doing and how we were doing it. We have a bunch of options and we’ve just got to kind of weigh them out. The season is probably only about halfway over, we just have to weigh them out and decide what’s best for our program and where we’re going to go from this.”

  2. I would hope that the tracks would do what is right and strip him of any points he has this year, including that win that started this all. If NASCAR found that he was not of age, then that would make him ineligible to have those points. There shouldn’t even be a discussion to be had with the officials at the Speedbowl. Ineligible is ineligible.

  4. What a shame, I feel bad for the boy he’s very talented. But he probably learned a very very valuable lesson in life… Tell the truth and be honest. Even if Dady says it’s OK to lie and decieve people just tell the truth…
    FYI Daddy Molleur, this didn’t start because you won, it started when you hit the 28 coming off the track from practice and almost killed a track worker at Stafford!! Now go pay the 28 for the clip and apologize to your family.

    Given his name is Andrew and not Barak we can assume he was born in the USA. A certified birth certificate is legal document. If the kid is really 14 ,NASCAR is all wet and his father, I would think,
    might have a legal recourse. If not then, go home and grow some more but pay your penalty.

  8. Crazy in NY, the issue was the parents were saying he was 15 yet all media online had him at no older than 13. If he was 14 or 15, it wouldn’t be an issue and NASCAR wouldn’t have imposed a penalty. It appears that they have verified through their own that he is not the age the parents claim he is and have penalized him.

    So if he’s not of legal age for NASCAR, how has he been of legal age for INEX. The birth certificate I saw last year listed the date of birth as 3/15/01. Something is messed up somewhere. Very confusing.

  12. Not sure about other parents but if if my kid was being wronged, I’d be putting up more of a stink than I see here. The dad has enough money for a SK lite, a couple of legends, and funding a VRMS car. I would think he could forgo the race season and funnel his funds towards clearing his and his kids name.
    There is a missing piece and we can only guess who carved it out.

  18. The way I read this, a 13(or 14) yr old whipped everyone’s tails. Kid has talent regardless of age. No two ways about it. I’m not sure what NASCAR accepts for proof but a simple trip to town hall for a certified birth certificate would clear this up. Have NASCAR go with if need be.
    Bugs Stevens lied about his name so the Air Force wouldn’t catch him racing. Should we strip away all his wins. Please! This will be a funny bar story in 10 yrs, no matter the outcome this season.

  19. No point in wasting the money to clear his name he’s guilty and he knows it. Inex license or not is like to see the tracks suspend them from all track activity for the rest of the year. The kids 13 his father even said he was entering 8th grade. They had total disregard for the rules and safety of his fellow competitors/track officials.

  23. NH Mark, he didn’t whip anyone’s butts in that race. He was just in the right place at the right time when Churchill overdrove the car. Apparently whatever document the father provided to NASCAR was questionable. I am sure they and their lawyers have ways of getting documents to confirm someone’s age. If it was a matter of producing a birth certificate for verification, it wouldn’t have taken almost a month for this to come to a decision. And as someone above said, where was the mother in all this? Minors need both parental signatures on applications in most cases so she felt it was okay to play along with the lie?

Ever heard of little organization named USAC that your son raced in for many years? I feel bad for Andrew because he does have talent but this is a black mark that won’t go away.   27. A birth certificate only proves that the person named on it was born on the date indicated. It is not a proof of identity. You would need corroborating evidence to prove identity. If the Molleur’s can’t offer documents to back up the birth certificate their claims are suspect.
    Is the kid driving the #35 SK Lite the same person named on the birth certificate?
    Is the birth certificate for an older relative?
    Is the birth certificate forged?
    Andrew and Mike know fore sure, but apparently haven’t proven to NASCAR the the driver of the #35 is of age so far.

    they either lied when he had his earlier wins or they are lying now. I believe birth certificates can be viewed on ancestry.com.. what surprises me is we are OK with letting a 13 yr old drive a modified but we wont allow kids to drive on the streets until they are 16.. there are age limits for a reason. the reasons behind that limit became clear after the incident at Stafford. the “win” at Waterford just brought it to the fore front.. sure a child can drive a dangerous race car but can they do it responsibly and at what cost should they be injured or worse? .. NASCAR made a huge error in lowering age limits., 1/4 midgets and bandeleros aren`t good enough and so we need a modified.. a southern late model and a hauler/puller to rival cup teams …etc it has made a mockery out of the sport as now everyone with a dollar to waste can claim their son or daughter is the next “one” . sit it out til he is of legal age period.. as far as the penalty I think the father is jumping the gun.. is he suspended from ALL competition at NASCAR sanctioned tracks??? .

    God Bless Andrew. This is a issue with his parents. He is not old enough to make adult decisions. I’m sure in his head it was a great idea and he supported his parents decision to move him up what 13 yr old wouldn’t want to drive a SK Lites. But he is not of age and experience to understand what the ramifications of that decision could lead to. I delt with this when my family did a similar think to get a family member into a racing series when the state had a mandatory age for racing in CT 35 yrs ago. Ct used to have a set of what they called blue laws that you had to be 16 to race a motorcycle in state. But this day in age with media and Internet it was a bad call. The parents were so proud when they posted his win at age 8 , 10 ect but they were thinking short term. But that got them.where we are now. Andrew will be ok but his parents will be looked down on till the next media event that takes focus off them. No different than the parents who cheat in Bando’s it teaches the kids nothing but with daddy and mommy’s money l can win. Then tech gets them and kids suspended. Doesn’t make sense. Kid looses every time.

He made an adult decision by going along with the lie his parents started by giving a false age. It’s a shame that he will have this black cloud hanging over him for years. I am curious to see what ramifications this will have with the Speedbowl and Monahan as far as the legend car. Will they sideline him from all racing for putting the track in this position and for doing it knowingly?

  52. All you have to do is go to the town or city hall where you was born. Then ask for a copy of your birth certificate they will provide a copy then notarize stamp it you now have a stap number. That become a legal document. If that what he brought to nascar officials they should except it.

    But If this was forged then this issue is a much bigger issue. That notarizer should lose their right to be notarized. Then that puts into question every thing they ever notarized.

    But if his statements are in fact true a it is a legal certificate this is crazy. I’d appeal it for sure. Nothing worse then to be accused to be liar.

    So what will the big debate be when a kid is killed in a modified or even a legends car? Kids should not be racing so young at such high speeds.   58. It’s all very, very Sad. If anyone saw the incident at Stafford the day he ignored track officials you would be amazed how we let this happen. Andrew passed cars stopped for the next round on the front stretch, nearly ran over a track worker then broadsided a car crossing the track to come off. If you were, all of you would realize how lucky we are this has finally come to an end.
    It’s not just about lying and cheating for your own gain, it’s about doing what’s right to protect the fellow competitors, track workers, fans and the liability of the tracks. Thank you NASCAR for doing the correct thing!!

I’m sure someone will correct me if I’m wrong but inex I believe has a waiver that if signed by another organization stating his ability he can participate at below the required age based on experience. I know of this or something like this because a friend of mine’s son did this. Of course they also waited till he was old enough to drive a late model before moving up… Go figure good parenting…

    As far as the father goes, go pound sand. Your a tool bag and you got caught. Own up to it and except responsibility for your stupidity. You can’t praise your son for the outstanding accomplishment in winning a race at 8 yrs old in 2011 then again at 10yrs old in 2013 and expect no-one to notice that 3 yrs later he would win a race and suddenly his 15. So either you are correct hes 15 or the reporting from previous years was incorrect and you yourself forgot his age during those years that he was winning. Which b is it? Please explain.. Not… I don’t know what to do know. Bla bla bla. If that were my son I would defend to the end of the earth if they were wrong. I also would have made if not forced him over to the 28 team pit stall, found the track worker he almost killed and offer his apologies, quite possibly more than just that.   64. Fred inex is very specific with their minim age. Looking at their rule book online I believe it is 12 but even at that age you need to write to inex with racing referenced for approval and it is not easy so I doubt they would give a 10 year old a legends license three years ago unless they were given the same birth certificate in question that says he’s 2 years older than he is.

    I saw this kid at a pit party and my first thought was that he looked about 12; I guess I wasn’t as far off as I thought! Call me crazy, but I like the idea of kids getting used to any kind of a “real car” on the street before allowing them in a similar sized car on a race track, regardless of how much racing experience they may have. Get your driver’s license and get used to driving a normal sized car; then go race a real race car. There are very logical, fun, and SAFE reasons for “kid car” racing, as well as ENTRY LEVEL full sized car racing before strapping yourself into any kind of modified. I don’t care how good you are in a kart, 1/4 midget, or legend car!

    None of you have mentioned that if he was under aged at the time, and there was a major incident, he could potentially have voided the track’s insurance due to negligence.

    Even in karting, when you go to a new track, they ask for a minor’s birth certificate to keep on file. You don’t touch the track until they have a birth certificate.

    Now, if there is a falsified document, then the liability shifts to the offending party.

    So the question is, don’t all the local tracks Andrew has competed at have a copy of his birth certificate?

  73. Actually he’s not 11, he’s now 12. We didn’t sign an insurance waiver – we had to purchase an insurance policy to cover Anthony until his 12th birthday. We did not lie about his age to the track or INEX to get his license. We had the tracks backing for him to move up. He doesn’t miss shifts – he’s slow on the shifts. Any spins he’s done, he’s done on his own and hasn’t collected anyone. Has he been involved? Yes, as have many others with more experience than him. My son has nothing to do with this issue and I would appreciate you leaving him out of it. He’s a Rookie. He’s learning. If you feel you can do better, I’d like to see you climb in the seat and try.

If this came up one day after winning a race, he would be DQd and it would all be taken away. But, being that it is gone on so long, does daddy get to keep the Waterford monies he made? That all came out of the other competitors pockets. FWIW, I fall squarely into the camp that a kid that age shouldn’t even be IN a professional racing pit area, let alone driving a lethal machine alongside veteran race drivers just to make his daddy boastful.

I agree I’ve seen Anthony drive the legend car three times and every time he was at the back of the pack driving ultra cautious and even not making passes he could have just to not put himself or other competitors in a bad spot. This is a kid doing it the right way by learning what the car can’t and can do at the back before mixing it up for a win. I think your a tool for even bringing him into this conversation as this was about lying about age and continuing to deny any responsibility.Oh by the way that’s how you defend your son when he’s done nothing wrong Mike if your paying attention.

  80. Spotter, there’s no need to put quotes around my name because unlike the majority of the people that post on here it’s not made up. We do not need to justify to you or anyone else how we raise our son. We have taught him from day one in quarter midgets to race respectfully and to use his head. We spent countless hours practicing not to mention the hours put in the garage downstairs. We don’t do it for him to go out on the track and follow the rear bumper of the car in front of him when we know that he is better than that in knows better than that. So you can insult all you want but we don’t raise our son to know that it’s okay to lie or deceit people to move up and get what you want regardless of who you could hurt by doing it. So if you would like to discuss this further come find me at the track. Other than that do not speak of my son.

What does one have to do with the other? They are not the first parents to get caught and won’t be the last. But they are no different than any other racer that pushes the envelope to get every bit you can. So what you are saying is that a family that disciplines their child by yelling is worse than the parents that are raising their child to know that it is okay to lie, falsify Federal documents, continue to lie even though you are caught and place the blame on everyone else? Your trying to compare apples to oranges with this article. What Andrew’s dad did is the lowest of low and worse than cheating up a part.

    All I know is this is a bad situation, can’t dicredit the kid for winning he drove smart to do it, however unfortunately he is underage I guess so yes its illegal in NASCAR’s eyes but If anything I’d say he still one the race. As for people attacking other people and the way they think their parenting skills are?   83. Without a doubt, when kids are competing like this, problems are definitely with the parents. I used to coach kids sports, and the parents are brutal, relentless and out of their minds!!!

    Many parents use these extra-curricular sports as baby-sitting, I had to wait for hours after the games or practices for parents to show up to get their kids. Parents wanting to rearrange the ENTIRE league schedule around their personal needs. Ask any school coach… the parents are the problem, manifested through the kids. The kids learn that from their parents and perpetuate it. Vicious cycle.

    I’m reading this thread and sort of laughing, but also cringing. There are parents that are going to pull the ” I have the money and can do whatever I want” philosophy. That’s still stupid. Rules are rules, and parenting is still parenting. No amount of money changes that, or what is right and wrong. Just because people do not run car for their kid does not disqualify them from commenting on bad parenting.

    If coaches of kid school activities were to write books about their experiences with parents, it would blow your minds.

    I used to coach grammar school level soccer. House league. Parents would get furious that their child was not the star. The parents would yell, telling me what all the players were supposed to be doing, blah, blah, blah. I would then ask that parent to sit their child down and explain to that child the direction the kid was supposed run, what goal we were to shoot at and what goal we defend, so I wouldn’t have to do it EVERY TIME I put the kid on the field! And this parent is trying to make like we were dealing with major league World Cup strategy in the championship game when their kid does not know what direction to run on the field.

    If there were 20 kids on the team, it only took a couple parents to try to stir up discontent. Ignoring them was great, drove them nuts. They truly believed their kids were special and were destined for the World Cup any day. This was grammar school, house league.

    I had one parent threaten me to do things her way, or she was not going to bring her kid to the games anymore. I told that mom fine, that she will have to find something else to do with her kid on Saturday mornings for now on. That mom never complained again, and did whatever I said thereafter without question.

    I could go on and on.

  98. Here’s a thought- I respectfully disagree with you. I think they will use it to make advancements for the kid. They will brag that their kid at age 13 won a division III NASCAR event 1-2 years younger than he was allowed. Not only that but look at all the attention they’re getting for this stunt. They did something that put the track’s existence, track workers, and other drivers at harm but with all this noise they are putting their kid on the map. Their disrespect for the sport on a local level has just earned them nationwide attention and all of these comments (including mine) are not helping. It’s pathetic but it’s the world we live in (see Beyonce’s Super Bowl halftime show for a more popular stunt).

    If an accident happened, the track would have been on the hook for damages, liability, etc. Tracks need to be careful and vigilant. Tracks are responsible for abiding by the terms and conditions of their insurance carrier. Sanctioning bodies are responsible for abiding by the terms and conditions of their insurance carrier.

    But the family is probably proud and bragging about what they got away with.

Are you teaching hard work, preparation, and competition, or are you sitting in the stands drinking beer while your kid is at home playing Xbox or chasing Pokemons?

What ever Stafford and Thompson does is up to them. I also believe he and his father should have to appear before NASCAR for a hearing before his driving privilege is restored. I would not even mind seeing a monetary fine levied by NASCAR as part of his punishment which has to be paid prior to restoring his driving privilege. If you want to play with the big boys then you should suffer the same penalities as the big boys.

The tracks, owners, and sanctioning bodies would have to grant that permission and take on the liability, since such a move would probably violate the terms and conditions of the insurance carriers. I’m thinking blind eyes and deaf ears were in play.

To me this all comes down to what he did at Stafford, that was a pure example of an adolesent mistake. A mistake that nearly took the life of a track worker and crushed a guys car.     without putting a second of thought into it, 2 names immediately came to my mind. Jeremy Mayfield and Shane Hmiel were “indefinitley” suspended by NASCAR. i dont think either raced a race in any division under the NASCAR umbrella ever again.

    in this case, i think NASCAR should also “indefinitley” suspend the father’s NASCAR license

    I wonder if Shawn Monahan had an awareness that Andrew was underage; if he did, or even suspected it and let him race, that could be another tangent to this.

    When Pops Molleur presented the fake birth certificate, I wonder what Shawn and Waterford truly knew, REGARDLESS what was shown to them.

    Same thing With Mark Arute / Tom Fox up at Stafford. I can not even imagine what could have happened if that track worker or Al W got badly hurt or killed because of that kid being underage.

    I’d be interested in hearing what might have been the consequence to the track owners. if it would have been severe enough, like losing a NASCAR sanction and/or the track’s insurance company dropping them, maybe it will cause the track owners to tighten things up.

  129. Low car counts can cause all sorts of diseases leading to selectively blind eyes and deaf ears. Then something like this happens.

    Losing a NASCAR sanction, penalties, insurance company woes, insurance premiums rising, etc. can be consequences. NASCAR does not want the bad press. If the kid got hurt, the press would have been horrible and NASCAR would have taken a HUGE hit for letting an underage kid participate. It would have shown how desperate NASCAR is to get participants. As it is, this incident has gone national.

    But reading through this thread is interesting from an anthropological view. Most are for rules, and then there are a couple deviants that think rules apply to everyone else but them.

The other big threads are usually about shenanigans such as big carbs, big engines, cheated engines, flagrant rules infractions, wrecking other cars, etc. The most disturbing thing about those issues are the people that maintain that there was nothing illegal even though overwhelming evidence exists.

    We are approaching Sept 2016, which means the kid is 13 years young.
